A corporate card payment in dollars looks simple until the first month-end close. The bank adds its exchange rate and fees, an accountant posts separate transactions, employees collect evidence, and a tax specialist works out what the company can recognize. A monthly invoice in KZT often costs less even when the service itself has the same price.
You need to compare the full cost of the process, not the supplier's rate and the amount charged. I split the expense into money, documents, and staff time. The comparison below includes three scenarios based on the same assumptions, a break-even formula, and the data you should request from the bank and supplier. Compare the full cost, not the statement line
The full payment cost includes the service price, foreign exchange difference, bank fees, internal processing, and tax effect. Here, D is consumption in the supplier's currency, Kрын is the selected base exchange rate for the comparison, Sбанк is the card charge's total deviation from the base, Fоперации covers fixed fees, H is processing time in hours, Cчас is the fully loaded cost of an employee hour, and Tриск is the expected tax or document cost. Do not invent a percentage for the last figure. If you cannot estimate the risk reliably, show it on a separate line and decide after the document review.
The hourly figure in this model includes salary, employer taxes, and overhead. Using only take-home pay is wrong: the company is buying an hour of working capacity, not an hour of net salary. Measure the time across at least two monthly closes and separate the cardholder's time from the accountant's and tax specialist's time.
The base exchange rate also needs a clear rule. The National Bank of Kazakhstan explains that the official dollar rate is based on the weighted average KASE trading rate and is used for accounting purposes, among others. The issuing bank, however, sets its own cashless buy and sell rates based on its costs and risk. The official rate is therefore a useful control baseline, but it does not predict the card charge.
A card exchange rate hides two separate costs
The currency premium on a card consists of the rate deviation and explicit fees, and you should calculate them separately. An employee often sees only the final KZT amount, while the accountant gets a line that does not reveal how much the currency cost and how much the bank charged for a cross-border transaction.
Take three months of statements and record the foreign currency amount, KZT charge, authorization date, final posting date, and every fee for each purchase. Calculate the effective rate like this:

The baseline must fit the purpose. For a management comparison, you can use the official rate on an agreed date or the company's budget rate. The accounting entry follows the accounting policy and applicable standards, so do not substitute one rate for the other. The difference between the bank's posting rate and the rate used to recognize the transaction may appear in different ledger lines even though the company paid both costs in economic terms.
There is also a timing gap. Authorization reserves one amount, final posting happens later, and a refund may be translated at a new rate. This is barely visible on a small payment. On a recurring bill for models, cloud infrastructure, or advertising, the difference already makes a budget harder to forecast even when the average percentage looks acceptable.
For the calculations below, I use a hypothetical base rate of 500 KZT per dollar and a total card premium of 2.5%: a 1.8% rate deviation, a 0.5% foreign transaction fee, and 0.2% in other charges. This is not a market quote or a particular bank's tariff. Insert the actual figures from your contract and statement. If the card settles through an intermediary currency, measure the whole path from the final charge instead of trying to reconstruct each conversion from the bank's advertised rate.
An expense report makes every payment a separate case
A corporate card does not remove the need for source documents and internal expense control. It only changes the payment channel. Measure time by activity: the cardholder's document search, amount reconciliation, purpose clarification, variance approval, posting, and error correction. Do not round every transaction down to a couple of minutes. One message may take a minute, but an overdue document pushes work into the next day and forces the accountant to reopen the whole context.
VAT records matter more than the payment currency
The right to credit VAT depends on the nature of the transaction and proper records, not on whether an invoice says KZT or USD. This confusion causes the most expensive mistakes in these comparisons. A KZT payment to a foreign company does not turn it into a Kazakh supplier, and a charge to a Kazakh card does not create an electronic VAT invoice.
First identify the contracting party and the entity that actually supplies the service. Three scenarios show the cost of scale
Document handling determines the decision at low spend, while conversion begins to dominate at high spend. Let us calculate three monthly scenarios under one set of assumptions so the conclusion does not depend on changing the inputs.
Assumptions: a base rate of 500 KZT/USD, a 2.5% card premium, and a fully loaded labor cost of 12,000 KZT per hour. Card handling takes 1.5 hours at low spend, 4 hours at medium spend, and 10 hours at high spend because the number of services, limit checks, and exceptions grows. One consolidated invoice takes 0.5, 1, and 2 hours respectively. The fee for one KZT bank transfer is 1,000 KZT. The figures exclude the tax effect because it is unknown without the actual documents.
Low-spend scenario: consumption is 1,000 USD and the base cost is 500,000 KZT. Card conversion and fees add 12,500 KZT, while 1.5 hours of handling cost 18,000 KZT. The card total is 530,500 KZT. The KZT invoice plus the payment fee is 501,000 KZT, half an hour of handling costs 6,000 KZT, and the total is 507,000 KZT. The invoice has a 23,500 KZT advantage.
Medium-spend scenario: consumption is 10,000 USD and the base cost is 5,000,000 KZT. The card adds 125,000 KZT of bank costs and 48,000 KZT of labor for four hours. The full cost is 5,173,000 KZT. The KZT invoice and payment cost 5,001,000 KZT, while one hour of handling adds 12,000 KZT. The total is 5,013,000 KZT, so the invoice saves 160,000 KZT.
High-spend scenario: consumption is 100,000 USD and the base cost is 50,000,000 KZT. The card's bank load is 1,250,000 KZT, while ten hours of handling cost 120,000 KZT. The full cost reaches 51,370,000 KZT. The invoice and payment cost 50,001,000 KZT, while two hours of work add 24,000 KZT. The total is 50,025,000 KZT, making the invoice 1,345,000 KZT cheaper.
These figures expose another unpleasant feature of card payments. The percentage cost grows with consumption, while most of the cost of one consolidated invoice grows more slowly. In the low-spend scenario, staff time is close to the bank premium. In the high-spend scenario, the bank component exceeds the processing difference many times over. A company with growing LLM traffic should not carry a conclusion from a pilot into production without recalculating it.
The invoice and payment figures assume that the supplier fixed the KZT price at the same base value without its own currency premium. In a real proposal, compare the amount actually invoiced instead of translating it yourself. If the supplier builds in a 3% currency buffer, a card with an effective 2.5% premium may already win on the cash cost.
In the low-spend scenario, the 23,500 KZT saving consists of 12,500 KZT in bank costs and an 11,000 KZT process difference after the transfer fee. An error of half an hour changes the result noticeably. In the high-spend scenario, even several extra accounting hours have little effect on the decision because 1,250,000 KZT of conversion cost sets the direction.
Now add the confirmed tax effect as a separate line. Suppose one method lawfully allows the company to credit a specific VAT amount and the other does not. Do not mechanically multiply the full service price by a tax rate. Enter the amount confirmed by accounting, reference the internal opinion in the working sheet, and state the recognition period because the cash timing also has a cost.
You can calculate break-even before signing
Break-even shows the monthly consumption at which a KZT invoice covers its premium through savings on card costs and processing. This figure is more useful than a broad promise about removing currency risk because you can test it against your own statement.
Suppose the supplier adds premium Sсчёт to the base KZT cost, the card costs Sбанк above the base, and the invoice saves Eпроцесс KZT of internal work. The invoice advantage is:

If Sбанк exceeds Sсчёт, the invoice will usually win even at a low volume, especially with manual expense reports. For example, with a 2.5% card load, a 3% invoice premium, labor savings of 36,000 KZT, and a 1,000 KZT transfer, the invoice wins while the monthly base is below 7,000,000 KZT:

Above that threshold, the extra 0.5% in the invoice price consumes the process saving. The calculation is still incomplete if the documents differ. Confirmed VAT, the value of deferred payment, and the risk of a blocked card can move the threshold more than a few tenths of a currency premium.
Calculate a range instead of a single point. Create three columns for the bank deviation, such as the minimum, median, and maximum observed across actual months. Add three time estimates beside them. A decision that wins in all nine combinations is stable. If the sign changes, agree on a threshold after which the team moves to an invoice or renegotiates the terms.
Payment terms and prepayment change the cash result
Two offers with the same KZT amount may affect company cash differently. A card usually charges a purchase immediately, although the bank may provide a period before the card balance is due. An invoicing supplier may offer payment terms, require an advance, or ask for a security deposit. Compare the dates when cash actually leaves the current account, not the dates printed on invoices.
You can estimate the value of that timing with the company's internal annual cost of capital. If an average 5,000,000 KZT stays with the company for another 20 days and the internal rate is 18% per year, the effect is about 49,315 KZT: 5,000,000 × 18% × 20 / 365. This is a management estimate, not bank income or an accounting entry. It keeps payment terms from remaining a free phrase in a commercial proposal.
Prepayment creates the opposite effect and adds unused volume risk. If a team pays for capacity in advance but uses only 70%, calculate price against actual consumption. A 5% discount cannot rescue that deal: the company paid for capacity it did not need. For variable traffic, billing after actual use often matters more than a small discount, but verify this against at least several months of consumption data.
Approval has its own cost
An invoice saves time after the workflow is established, but the first month may cost more than a card. Lawyers review the contract, security assesses the supplier, procurement creates a vendor record, and treasury configures the payment. Do not assign all these one-time costs to one month if the contract is expected to run for a year.
Spread onboarding cost across the expected period of use. If setup took 16 hours at 12,000 KZT, the one-time cost is 192,000 KZT. Across 12 months, that is 16,000 KZT per month. In the low-spend scenario, this allocation reduces the invoice advantage from 23,500 to 7,500 KZT, and the invoice may lose if the company cancels after three months. Setup pays back faster in the medium and high scenarios.
Do not hide card approval work either. Issuing another card, changing a limit, investigating a declined payment, and restoring access after reissue also take time. The only difference is that these hours rarely sit under one procurement number, so they disappear from the comparison.
A monthly invoice changes spend control
An invoice moves control from the moment of an unexpected charge to the point where the obligation is approved. The finance team sees the period, amount, and supplier before payment, while the service owner explains a budget variance once for consolidated consumption. Assign an owner, monthly limit, permitted categories, document deadline, and subscription cancellation rule. Do not put dozens of budget owners on one card without allocation: it simplifies entering payment details but makes cost allocation depend on one person's memory.
I would keep purchases on a card when they are small, infrequent, and well documented by the supplier at the same time. Move recurring variable spend across multiple cost centers to a contract and invoice when the supplier provides the required records. If the invoice has a high currency premium or requires a large advance, return to the figures: convenient paperwork cannot justify any price.
Do not compare only the advertised payment term. A card also provides a short period before repayment, while an invoice may require an advance. Calculate the cost of capital from the actual charge and payment dates. With stable high consumption, even a few days affect the treasury schedule, although they rarely offset a percentage point of currency conversion.
Put the decision in the payment policy
The choice between a card and an invoice should follow rules instead of depending on who first noticed the subscription. The CFO, service owner, and accounting team should agree on one input sheet and revisit it when the bank tariff, supplier terms, or tax procedure changes.
For each recurring service, record currency and amount, the effective bank rate deviation, fees, number of transactions, handling hours, source document package, VAT conclusion, payment term, and the supplier's KZT price. Assign a source to every number. Take bank percentages from the statement and contract, time from observation, the tax effect from an accountant's written conclusion, and the invoice price from the commercial proposal.
After the first quarter, compare the forecast with actual results. If the model promised savings while accounting still investigates every line manually, the formula is not the problem: the supplier did not consolidate documents or the company did not change its process. If the card rate proved better than expected, update the range without deleting the history. It will show whether the result survives movements in KZT.
Revisit the decision when consumption grows, the company changes banks, the contracting entity changes, or VAT rules change. Until one of those events occurs, do not spend committee time on every subscription.
